Law enforcers still implementing idle and disorderliness law despite halt from president

A new study has shown that Idle and Disorderly laws are extensively being implemented in the country despite president Museveni's order to law enforcers to stop arresting people for  the same.
According to a report released today by Human Rights Awareness and promotion forum,  after president Museveni order , the law enforcers introduced Rogue and vagabond law under section 168 of Uganda’s penal code Act which is uniform replacement of idle and disorderly. The president issued the order during the  recent presidential campaigns.
Between  2011 to 2015, charges under Idle and Disorderly related offenses were most rampant at Katwe police with 467 representing 49%, followed by central police station with 262, representing 27%, then Old Kampala with 217, representing 23%, followed by Kiira Police with 8, representing 0.84% and lastly Katwe police station with 4, representing 0.421% and all total arrests were  958.  Sekindi Ruth, Director Complaints, investigation and legal services at Uganda human rights commission  says  marginalized groups such and youth especially with no jobs and commercial sex workers are the most victims.
