Three former Kampala Capital City Authority (KCCA) officials—ex-Executive Director Dorothy Kisaka, former Deputy Executive Director David Luyimbazi, and former Director of Public Health and Environment Dr. Daniel Okello—have been formally charged with criminal negligence leading to the deaths of over 30 people.

The charges are linked to the Kiteezi landfill disaster, which claimed more than 35 lives last month.

Appearing before Kasangati Chief Magistrate Kayinze Beatrice, all three officials denied the allegations.

They were arrested on October 16, 2024, and held at the Criminal Investigations Directorate (CID) headquarters on the orders of President Yoweri Museveni.

The arrests followed an investigation directed by the president into possible criminal negligence and corruption during their tenure at KCCA.
