Heavy Police deployment at Parliament as legislators elect speaker and deputy

There is heavy deployment around the parliamentary building ahead of the election of the speaker and deputy speaker of the tenth parliament.  Officers from the Special Forces Command-SFC have taken over the security at parliament. Several traffic officers have also deployed along parliamentary avenue to control traffic flow.

Plain clothed security officers have deployed inside parliament to restrict entry. The deputy chief Justice, Steven Kavuma is expected to preside over the election of the speaker and deputy speaker, where president Yoweri is also expected to attend.

According to the Constitution, "The Chief Justice or a judge designated by the Chief Justice shall preside at an election of a Speaker, and the Speaker shall preside at an election of the Deputy Speaker." It is not clear why Museveni who didn't the previous elections of the speaker is attending this session.

The ruling National Resistence Movement (NRM) party nominated Kamuli Woman MP, Rebecca Kadaga and Omoro County MP Jacob Oulanyah for the post of speaker and deputy speaker respectively. Despite the fact that nobody has shown interest in challenging Kadaga, Oulanyah faces stiff competition from Muhammad Nsereko, the Kampala Central Member of Parliament.

A notice from Jane Kibirige, the Clerk to parliament asks all legislators to convene by 9.30am for the sitting to commence at 10.00am.
