Gulu doctor in summoned to court over unclear defilement report

The high court in Gulu has ordered the arrest of Dr. Morris Ocitti, a health worker at Mewa clinic in Gulu Town for contempt of court.

Dr. Ocitti is wanted to testify against a suspect arrested for aggravated defilement. However, on two separate occasions Dr. Ocitti has turned down summons to appear in court.

Now, court in Gulu wants him forcefully arrested to explain his medical findings after contradicting himself in his report. It is alleged that Dr. Ocitti indicated on January 12th that Kennedy Ocen, the suspect, was a minor with a set of 32 teeth. Ocen is accused of defiling a 13-year-old minor in 2013.

Henry Twinomuhwezi, Gulu assistant registrar says court cannot rely on Dr. Ocitti's report to subject Kennedy Ocen to juvenile court since there is no minor with 32 teeth.

The warrant dated October 25th requires police to produce Dr. Ocitti before court on today.

James Asubu, the officer in-charge of criminal investigations at Gulu central police station says Police is ready to execute the warrant.

It is the second time Dr. Ocitti is coming under the spotlight. In September, he was released on bond after being arrested for alleged theft of 500 doses of Hepatitis B vaccines, embezzlement of shillings 4.9 million shillings and abuse of office.
