Minister of Education and First Lady, Hon. Janet Kataha Museveni has raised concerns about the increased rate of absenteeism amongst candidates registering for PLE exams saying that there is a need to inquire into the cause.
The minister said this during the release of the 2022 Primary leaving examinations results at the state house Nakasero notes that this is causing a loss to the country.
From the statement of the results, the rate of absenteeism of learners who had initially registered for the PLE has increased by 0.8%, yet it had steadily declined in the past four years.
Similarly, the Ministry of education is also concerned about the low completion rate at the primary school level which currently stands at 32%.
Boys performed better than girls in three subjects except for English. Daniel Odongo, the UNEB executive director, noted a significant improvement in performance at distinction and credit levels while the overall pass level remained the same.
Meanwhile, UNEB says there was an improvement in Mathematics, 6.3% of candidates scored distinction in mathematics and 5% scored at credit level adding that girls performed better than boys in the English language.
The results show more candidates obtained Division 1 and Division 2 than in 2020. In terms of numbers, 714,702 candidates passed the PLE compared to 659,910 in the previous year. Therefore, more pupils qualified to join the post-primary institutions than the last year.
114,617 students passed in Division One, 357,799 passed in Division two, 146,583 passed in Division three, 95,702 passed in Division Four and 97,109 students were ungraded.
On her part, UNEB chairperson Prof Mary Okwakol while presenting PLE results to the Minister noted that the board faced occasioned challenges caused by the Ebola outbreak in Mubende, Kasanda, and Kampala Districts
‘’Although the COVID-19 pandemic situation appeared to have eased compared to what was obtained in 2021, the Board faced another challenge occasioned by the outbreak of Ebola in some parts of the country during 2022 most prominently in Kasanda and Mubende districts, and Kampala City,” she adds
According to her, the number of candidates in the year 2022 increased significantly by 13.8%, and better quality performance in terms of grades.
A total of 832,654 candidates from 14,691 centers (schools) registered for PLE in 2022 compared to 749,761 in 2020. Of this number, 583,768 (70.1%) from 11,306 centers were Universal Primary Education (UPE) beneficiaries, and 248,982 (29.9%) were Non-UPE.
The proportion of candidates benefiting from the Universal Education program has increased by 1.7 percent.
Analysis by gender shows that 400,100 (48.1%) boys were registered compared to 432,554 (51.9%) girls, indicating that more girls than boys completed the Primary Education cycle. This has been the trend in the past six years.
The Board registered 2,436 learners with Special Needs of various categories, including the blind, the deaf, the physically handicapped, and the dyslexics, compared to 1,599 in 2020. This is an increase of 52.3%, the largest rate of growth ever.
PLE was conducted on November 8th and 9th, 2022, with 832,810 candidates registered from 14,153 examination centers.
51.9 percent of the total registered candidates were females and 48.1 percent were males.
Parents, candidates, and other interested parties can now use the Short Message Services (SMS) on mobile networks which will post the results of candidates on their mobile sets instantly.
However, the District, Municipal and City Inspectors of Schools may collect hard copies of the results from UNEB offices at Ntinda from Monday, 30th January 2023. No copies of the results are available as of now.
