A senior Assistant Engineering Officer for Tororo District has been arraigned before the Anti Corruption Court in Kampala and charged with causing financial loss , false accounting and embezzlement of money and property meant for the construction of river Kagera Bridge .
Charles Malinde has been charged before the Court presided over by the Chief Magistrate Moses Nabende and charged with four counts.
The court has heard that during the months of November 2021 and April 2022 in Tororo District while assigned as a Force Accountant Manager and Project Manager for the construction of Kagera Bridge in Tororo Municipality during the Financial Year 2021/2022 , omitted to exercise his responsibilities as Force Account and Project Manager over the Kagera Bridge works knowing that such omission would cause financial loss of 16,560,000 to Tororo Municipal Council.
On the embezzlement offence, the court has heard that in February 2022 , Malinde allegedly stole 3,000,000 shillings which he accessed by virtue of his office.
In the months of November 2021 and December 2013 , Malinde allegedly stole 48 pieces of 900mm and 600mm concrete culverts worth 9,600,000 which was a property of Tororo Municipal Council.
The court has also heard that Malinde during the month of February 2022 as a Senior Assistant Engineering Officer and Project Manager of Kagera Bridge Construction ,charged with the receipt , custody and management of public revenue in the sum of 3,000, 000 knowingly furnished a false statement of accountability with a receipt in the name of Subway Service Point purporting to have been issued for supply of food to workers at Kagera Bridge whereas not.
He denied the charges against him.The Prosecution led by Nicholas Kaboya informed the court that investigations in this case are complete and asked for a hearing date. As a result, he has been sent to Luzira Prison until May 23rd 2023
