President Yoweri Museveni has dismissed Kampala Capital City Authority (KCCA) executive director Dorothy Kisaka, her deputy David Luyimbaazi, and Dr Daniel Okello, the director for health over the Kiteezi landfill disaster.
In a statement issued by the Presidential Press Unit (PPU), Museveni cited the findings of the IGG report and exercised his constitutional powers under Article 172 (1) (a) of the 1995 Constitution to dismiss the officials in the public interest due to significant evidence of criminal negligence.
The move follows a report by the Inspector General of Government (IGG) that identified severe negligence on the part of the KCCA officials.
The landfill collapse in August resulted in the deaths of more than 30 people and displaced many others. Since then, Kampala has been grappling with garbage piling up as authorities search for alternative dumpsites.
The resident also directed the Criminal Investigations Department (CID) and other crime management agencies to further investigate the matter, specifically focusing on criminal negligence.
In the meantime, the minister for Kampala has been tasked with advising the president on interim appointments to ensure that KCCA operations continue without disruption until permanent replacements are found.
The President further instructed the Public Service Commission (PSC) to advertise the vacant positions of executive director, deputy executive director, and director of public health within three months.
