President Museveni pardons 79 prisoners on medical and humanitarian grounds

President Museveni has pardoned 79 prisoners from different correctional facilities across the country.  

The president exercised the power given to him by the Constitution to pardon the  prisoners on medical  and humanitarian grounds.

Article 121(1) of the Ugandan Constitution as amended on the advice of the advisory committee on the prerogative of mercy, permits the head of state to free prisoners.

This is contained in a letter dated  January 3, 2022  the  President wrote  to the Commissioner-General of Prisons Dr. Johnson Byabashaija directing for the release of the listed prisoners.

The group includes  a Venezuelan national Toralys Rodriguez Fagundez who has been in Luzira prison since 2018 on charges of drug trafficking,

Rodriguez was arrested upon arrival at Entebbe international Airport aboard Ethiopian Airline on June 17, 2018 in possession of suspected cocaine.  .

In 2020, President Museveni pardoned 833 prisoners countrywide through the Prerogative …
