KCCA deputy spokesperson, Robert Kalumba says that on many occasions construction plans of buildings are passed by the planning department but some of the owners turn around and change them “When they get the authorized plans, they turn around and change them. They even build at night contrary to the plans authorized." he said.

He added that they authorize three floors, and these individuls go against the plan and construct five floors.”Kalumba says.

KCCA faces a challenge of limited manpower but notes that they are rectifying it.

Aimable Mbarushimana, the operations director for Murwana J.Peter Stores Limited says despite efforts to have the matter resolved amicably, Hajji Katimbo has refused to heed to the summons. He says having failed to get to the bottom of the matter, they are set to drag Hajji Katimbo to courts of law to ensure they are compensated for the losses incurred.
