The National Unity Platform leader, Kyagulanyi Robert Ssentamu, stated that if not for the rampant corruption in the country, the government could use taxpayers' money to provide services to Ugandans without borrowing from the international community or the World Bank.

Speaking to NUP supporters in Ishaka district in the western part of the country on July 16th, 2024, Kyagulanyi said the main reason President Museveni’s government continues to borrow is that funds intended for service delivery, such as building roads, schools, and hospitals, are being embezzled by government officials. Bobi Wine addressed his supporters without interference from the Uganda police force or any other security agency.

During the rally, Kyagulanyi urged all Ugandans to stand up and fight rampant corruption, which he described as a major obstacle to the country’s development. He asked people to stop supporting corrupt individuals, reminding them that any money these individuals bring is taxpayer money.

On Monday, July 15, the National Unity Platform resumed its nationwide tour after a meeting between party leaders and police officials at Naguru police headquarters to agree on the guidelines for these tours. The tour resumed with the opening of party offices in Bundibugyo, although Kyagulanyi and his team were blocked from addressing the rally.

Uganda is the 141st least corrupt nation out of 180 countries, according to the 2023 Corruption Perceptions Index reported by Transparency International. The country's Corruption Rank has averaged 120.22 from 1996 to 2023, reaching an all-time high of 151 in 2016 and a record low of 43 in 1996.
