Incompetence plagues government MDA's, Auditor General

The Auditor General,John Muwanga has revealed that only 34.6 percent of planned activities government departments  were executed while only 57 percent were partially implemented.

This was on account of delays in procurement, release of funds, and progress of works, unsatisfactory quality, and weakness in contract supervision among others.

He made the remarks while handing over the consolidated report for Ministries, Departments and Agencies for year ending June 30, 2022 to the Speaker Rt.Hon. Anita Among indicating how the 48.8 trillion shillings budget approved by parliament was utilized by government in which 8 percent of planned activities were not implemented.

The latest findings contained in the audit show that the government has loop-holes through which taxpayers’ money is lost to corruption, ghost staff and diversions, among others.

While receiving the report from the Auditor General, Mr John Muwanga, on Thursday, Speaker Anita Among intimated that the contents of the report were factual and reflective of the situation in the country.

She demanded that all entities should be audited without bias, including parliament.

“The value for money audit, kindly put a lot of emphasis on it. Even if you see us as Parliament not working, come and do a value for money audit of us,” remarked.

The audit covered 420 financial audits, five thematic audits, three information technology audits, 15 value for money audits and 103 engineering projects.

Relatedly, the audit covered the financial statements of 186 ministries, departments and agencies, 83 statutory corporations and 151 local governments.

In 2021/2022, parliament allocated a budget of Shs 44.779 trillion but supplementary approvals of Shs 6.784 trillion pushed the total it to Shs 51.56 trillion.
